Forgive me if I’m explaining something to you that’s so obvious you didn’t even bother mentioning rather than something you’ve just missed, but the children are his “little birds,” the mute network of enslaved child spies he uses to monitor everyone (particularly via the tiny secret passages in the Red Keep). It’s safe to assume they were slum dwellers originally, since where else are you going to acquire a steady supply of children no one will miss, but given their new profession I don’t think giving them a better life enters into it.
